Representatives' Involvement in Foreign and Defense Policv Issues

In this paper I build upon existing literature and theories in examining whether the influences affecting a representative's decisions about participation in foreign and defense policy issues vary by particular issue characteristics. 1 propose and test a model of decision making on questions of participation in foreign and defense policy issues that incorporates the potential impact of issue characteristics. While considerable similarities in the influences affecting involvement across diverse foreign and defense policy subjects exist, I show, in addition, that issue characteristics do, indeed, matter. The nature of these differences is examined in this article. The paper draws on data gathered from interviews with staffers and legislators concerning 70 members' activities on four issues from the 98th Congress
