Since the XVIIIth century victims are a key issue for central State attempt to exert domination over a territory. But victims were, until recent years, a problem for rising States (i.e. empowering successful organizations) supposedly able to structure deeply society. Victims are now reemerging as an issue during a period when the State is rolling back. The traditional penal model is being challenged by market logics (private policing insurance). Its rise disrupts policing and the judicial fonctions more than it is usually accepted. It also changes drastically State images and representations among society members
