The english police appear to enjoy a legitimacy quite different from their counterparts in Europe and America. The sociologist, Robert Reiner, has drawn attention to seven fundamental organisational policies of the English police which contributed to this legitimacy. This article challenges Reiner's conclusions. The author argues that these seven policies are common to police in France and America. He concludes by suggesting that the unique legitimacy of the English police derives from the political and constitutional structure of England
