In this article, the author draws up an inventory of the reform practices to diagnose its system of reason that generates principles about the cosmopolitan teacher and child. He takes two seemingly oppositions of teaching and argues that they are related in producing the cosmopolitanism. These are the registers of social administration and those of freedom. He argues that the cosmopolitanism produce particular anxieties and displacements whose principles qualify and disqualify individuals for participation and action. The strategy of the article is a synthetic presentation of the knowledge of schooling that forms a contour of U.S. teacher and teacher education reforms. The purpose is to historicize school knowledge as a cultural practice that incloses and interns the possibilities of action and of possibilities
