Many public officials have an unshakable belief that the structural reorganization of executive agencies can reduce employment and expenditures. This belief coexists with a fair amount of literature which argues that structural reorganization is unrelated to either economy or efficiency. The research presented here addresses this dispute empirically, with an analysis of 16 state government reorganizations since 1965. A longitudinal, quasi-experimental analysis of reorganization's long-term and shortterm impact on expenditures and employment shows that it rarely accounts for significant reductions in employment or expenditures
