A test of Lenski's theory of distributive systems is applied to cross-sectional data for the American states. In part. Lenski's theory is an attempt to explain the reversal of trends toward social inequality with the emergence of industrial society. The results of this study indicate that two of the explanatory factors specified by Lenski-rising levels of economic surplus and the appearance of mass political organizations-are mutually contingent in their impact upon redistributive policy-making in the American states. The findings also support a general version of Key's interparty competition hypothesis
