The Importance of Political Factors in Explaining Northern School Desegregation

This paper analyzes the factors influencing school desegregation in ninety northern school districts from 1964 through 1972. Using ordinary least squares multiple regression to estimate path coefficients, we compared the relative importance of socioeconomic and political factors in explaining the extent of policy output (the percentage of black and white reassignments) and its policy impact (the level of segregation remaining in the school system). We found the best predictors of school segregation to be socioeconomic variables and the percentage of students reassigned for the purposes of school segregation, and the most important predictors of school desegregation reassignments, though they had little influence on school segregation, to be political variables
