The Federal Stimulus versus Competing Explanations for State Funding of the Arts

Comparative state research has usually focused on major areas of public expenditures. This article examines alternative explanations for interstate variance in a small-scale policyfunding for the arts. Causal modeling is used to test for the effect of socioeconomic context, administrative and legislative attributes, the effect, and policy norms. For the period 1976-80 the research finds that variance in state funding for this small scale is most dependent upon state commitments to other areas of social investment, combined with legislative professionalism and federal grants. A brief historical outline shows the effect of federal programs in setting the initial state agendas. Quantitative analysis demonstrates the further stimulus of federal grants in encouraging differential commitments to the arts among the states. It also shows the impact of norms not only on the commitment of the states themselves, but also in shaping patterns of federal allocations
