By all accounts, the Senior Executive Service has failed in New Zealand. As the country begins to plan for a new programme, it is important to keep in mind several emerging themes from the practice of senior management development in the public services of other jurisdictions. Primary among them is the need for information on who the senior managers are and what career aspirations they have. It is also important to assess their competencies for leadership positions, and an aggressive campaign needs to be put in place to ensure that targeted senior managers have access to development opportunities not only within the public service but also in the wider state and private sectors
