Selon la nature de 25 lois adoptées par leur législature, les provinces canadiennes se voient attribuer un score de « socialisme » et de « libéralisme ». A l'aide de la corrélation et de la régression, l'auteur tente d'expliquer ces scores par plusieurs variables indépendantes de nature socio-économique (niveau de richesse, d'urbanisation et d'industrialisation) et politique (l'idéologie des partis, la carte électorale et la taille de la fonction publique). Il appert que ces variables déterminent, de façon significative, la législation dans les provinces canadiennes
