Introduction The focus of this article is the Indian Council of Ministers during the period 1952 to 1969. Our intention is to analyze the recruitment and career patterns of Council members in order to gain insight into the role of the Council within the federal system and, as a result, into the functioning of the political system as a whole. Obviously, a study of the interaction of the Council with other centers of power is the only way to achieve a full comprehension of the process of public decision-making. A better understanding of the composition of the Council is crucial, however, because it is the institutional nexus of the entire federal structure; and it bears the formal constitutional responsibility for the enactment of policy. Patterns of political recruitment tell us a great deal about both the mechanisms of integration within a political system and the institutionalization of access to power within that system. By integration, we usually mean the forces-both material and symbolic-that tie center to periphery and the state to social groups across basic lines of cleavage within the society.l The state may in fact make possible, either directly or indirectly, the creation of new arenas of interaction, new opportunities for cooperation, and new perceptions which would have been unlikely in the parochial world of the periphery, or impossible without some means of bridging the great gaps dividing society
