International resolution is concerned with processes of removing tensions between states or maintaining them at levels consistent with continued peaceful pursuit by states of their goals (Stone, 1968, p. 507). While there are many kinds, of situations, Kenneth E. Boulding contends, There is not a single concept of conflict, and therefore there cannot be a single theory of conflict (Boulding, 1957, p. 131). Boulding distinguishes three different situations, those involving economic conflict, interaction conflict, and internal conflict. These three types of are to be found in the relations between most countries, and Canadian-US relations are no exception. It is not the authors' aim to examine all types of situations affecting USCanadian relations. Rather, the objective is to focus attention on a specific area of which raises the issue of extraterritoriality resulting from the presence of US multinational firms in Canada. Boulding's classification of will be used to examine the circumstances giving rise to the issue of extraterritoriality, and the analysis will include a discussion on the way in which these conflicts are resolved.
