Conflict in the New Guinea Highlands

Forty years after the people were pacified by the Australian territorial administration, Simbu (formerly known as Chimbu) Province was placed under a state of emergency. The independent government of Papua New Guinea imposed this to control tribal fighting. People alive today have experienced precontact traditional intergroup fighting, the suppression of fighting by the colonial government, self-government, and a recurrence of fighting. While my own field study among the Simbu is the basis of my analysis, other work in the New Guinea highlands is to be discussed. This article will discuss Simbu conflict and intergroup relations, first in terms of various theories of primitive warfare, and then in terms of the theory of conflict as an integrating force as presented by Simmel (1955) and Coser (1956). The discussion concerns three periods: precontact or before 1933; colonial rule, 1935-75; and the national government of Papua New Guinea since independence in 1975
