The paper is aimed at describing systematic trends in the violence between political groups. The report is in two parts. Part one describes the formulation of an empirical test for the existence of (1) a short (15-30 year) term and (2) a long (80-120 year) term periodic fluctuation in the historical occurrence of war. The research described in part one is based, largely, on empirical (versus theoretical) generalizations. That is, not much concern is given to the 'why' of such patterns.
