Some 25 years have intervened between the initial exposition of the congruence of electoral constituency representation in the U.S. Congress by Miller and Stokes (1963)1 and its most recent explication by Converse and Pierce (1986) in their mountainous study of French electoral and legislative politics. Converse and Pierce acknowledge their indebtedness to Miller and Stokes not only in matters of design and data analysis but also in theoretical (p. x). If, in retrospect, Miller and Stokes underarticulated these theoretical underpinnings in their parsimoniously written article, Converse and Pierce, in prospect, overarticulate them in their prodigally written book. This is in no way meant to demean either the important original contribution made by Miller and Stokes or the exuberant extension of the model made by Converse and Pierce. But there are theoretical, methodological, and empirical problems that remain to be solved. This is as it should be in an ongoing scientific enterprise
