Income support policy towards unemployed families is based on certain assumptions about financial incentives and how these affect behaviour. In order to examine how unemployed people actually perceive financial incentives 55 unemployed families were interviewed in depth about their perceptions, beliefs and attitudes. The families were willing to accept fairly low wages but the main barrier to taking a low-paid job and supplementing wages with means-tested benefits was the uncertainty and risk this was perceived to involve, in particular during the period of the transition from unemployment to work. The policy implications of these findings are discussed in the final section
