1980 witnessed a crop of high rate increases in many local authorities. In the forefront of these was Wolverhampton Metropolitan Borough Council. This article examines the impact of the rate increase as an issue in the municipal elections of May 1980, presenting survey evidence to show that the local electorate had a higher level of awareness of municipal affairs during this election campaign than has generally been thought to be the case. The implications of this for local authorities’ expenditure policy are discussed
