The research, the initial stages of which are presented here, is based on three observations concerning the nature of ‘advanced’ capitalist societies. In the first place, where one lives can have an important influence on one’s level of living (quality of life, life chances, real income). The growing volume of studies organized around territorial social indicators has shown the existence of wide disparities within small areas, leading to the development of concepts of territorial justice and injustice and to attempts at modelling the causes of such variation. Secondly, the state is becoming increasingly involved in the production and maintenance of real incomes; its function as a productive institution, generating employment and providing a wide range of public goods, far outweighs its original protective function. Finally, there is competition between groups of actors whose aim is to capture the power involved in operating the productive state. According to Miliband’s thesis, whichever of these groups of actors (political parties) is in power in a ‘western’ democracy, the institutions of capitalism will maintain control of the economy
