On the Origins of a Marxist Theory of Bureaucracy in the Critique of Hegel's “Philosophy of Right

HE FATE OF MARXISM today is almost invariably connected with the problem of bureaucracy. Clearly, the scope and nature of bureaucracy in socialist societies are a matter of concern both to those who live in and to those who write about these societies. Indeed, the notion of the bureaucracy as the class and, more specifically, the new ruling class has grown from the status of a metaphor to that of a thesis, on the right as well as the left. ' At the same time, most accounts lead one to the conclusion that the problem of bureaucracy was one relatively underestimated by Marx himself. Thus, the recent wave of interest in Marx's theory of the state, which has put such emphasis on the notion of the relative autonomy of the political instance, has also confirmed what was long suspected: Marx's references to bureaucracy are few and far between and that together they do not add up to a theory of bureaucracy.2 It is not surprising, therefore, that those concerned with understanding the problem of bureaucracy from a Marxist perspective should look to one of Marx's first works in which he specifically addresses himself to this problem, the Critique of Hegel's Philosophy of Right. 3 Such attention to Marx's Critique of Hegel's Philosophy of Right is most welcome.4 It directs us to a much neglected text which, as Avineri
