Recent empirical research shows that participation in workplace democracy does not lead to greater participation in the wider political system. Though this finding appears to challenge a central normative claim of democratic theory, it can be explained by the strong differences in participation elicited by participatory (direct) and republican (indirect) forms of democracy. Conflating the two forms and failing to attend to the differences in participation they elicit has led both classical democratic and democratic elitists astray in their expectations about human behavior. Attending to the differences in the forms is essential to improving the normative and empirical study of democratic political systems
