Many public policies in the United States are urged and made in the name of equality. Examining the use of the term, "equality," in the literature of policy analysis, Professor Florig finds that most often the term is employed to convey the idea of equality of opportunity without any justification being offered for its restriction to this particular meaning. He goes on to argue that this usage serves to obscure the gap, and the tension, between the rhetoric of American politics and the actual inequalities of American society
