This article represents an endeavor to explain the peculiar difficulties inherent in urban governance through a comparative analysis of conflict structures in each of four types of political jurisdictions: small towns, large cities, states, and nation. In doing so the author points toward a theory of urban instability in terms of ethnic, class, and racial factors. In applying Schattschneider's conflict interpretation he seeks to develop a new model for studying urban politics
