This article shows how an epistemic community's involvement in public policy-making provides an opportunity to use both a cultural and an institutional explanation of American political development without privileging either one. To do so, it traces the history of the public policy that provided disability rights in the workplace from World War II onwards. The article explores the emergence of the federal government's vocational rehabilitation program in the 1950s, arguing that the ideas, beliefs, and values underlying this program forestalled the emergence of an effective disability rights program for workers when the Americans with Disabilities Act passed in 1990
