VIEWED BROADLY, the Urban Information Systems Inter-Agency Committee (USAC) is a dynamic mechanism for channeling federal resources to improve local government administration. Its specific purpose is to facilitate intergovernmental cooperation in urban information systems research and development. USAC is important because it is simultaneously conducting an experiment in product research and development and in administrative organization. The anticipated products are operationally based and integrated information systems. The administrative organization is an evolving network of relationships among many governmental and private units designed to build the prototype systems
