This article argues that public officials need a complex array of moral resources to exercise discretion in office. Three different realms of life are vital to the morally defensive exercise of discretion in office. These are personal responsibility and values, commitment to regime values and political prudence. No one realm provides all the moral resources to judge well in public service and each alone has severe limitations. This article uses the idea of personal integrity and responsibility as a moral presumption to explain how individuals can and should hold all three realms in tension as they exercise judgment and actions in public office. Individuals in office an iterate across the three realms to use them to balance and inform each other and find action solutions where the three align to guide sustainable ethical action. The article concludes by examining seven basic commitments where the three realms align and reinforce each other
