O ne of the recurring problems encountered by urban renewal administrators is the prospect of protest from renewal site residents. A forceful administrator can usually marshal his political resources and carry the project through. But increasingly, protest groups are making their demands felt and their needs known, especially in the area of relocation planning. Many studies specially treat the problem of renewal protest, either in specific case study style (40), or in an overview approach (17). But the renewal administrator or planner sees the problems in terms of his particular situation. He may judge that the problems described in one case study do not square with his own experiences. On the other hand, writers who take an overview approach seldom can offer the specific insights that a detailed study of a single community can provide. An intermediate approach is suggested here. Observation of a single relationship operative in most, if not all, renewal projects can lead to an identification of the factors conducive to protest success or failure when renewal agencies are challenged by renewal protest groups, and to suggestions of steps to be taken to help alleviate urban renewal controversies
