The decision to develop a symposium on Productivity in Government was made approximately a year ago, and Chester Newland was commissioned as symposium editor in the spring of this year. In May a two-day conference on Productivity in the Public Sector, sponsored by The Johnson Foundation of Racine, Wisconsin, was held at Wingspread, the Foundation's conference center. Both Newland and I were invited to the conference, which helped in various ways to clarify issues, suggest themes, and identify possible contributors. By this time it seemed apparent that the importance of the subject warranted treatment far beyond the normal quota for a Review symposium. So, subsequent to the conference, an application was made to the Foundation for a subvention to the Society sufficient to pay the extra costs involved in publishing a double-length symposium. This the Foundation agreed to do. I thank The Johnson Foundation, personally and on behalf of the Society, for making this double-length symposium possible. It should be added that no stipulations regarding content or coverage were made. The findings, opinions, and conclusions in the symposium are those of the authors and do not necessarily represent the views of the Foundation or carry its endorsement. Let me also use the occasion to thank Chester Newland, who has given a double measure of unremunerated effort to the enterprise
