The American regime] has its foundations in the willing use of human passions and interests, but it has also certain enduring excellences necessary to its fulfillment. Preserving that foundation and, at the same time, nurturing the appropriate excellences is the task of enlightened American citizenship and statesmanship. It is easy to fail; easy to indulge a preference for liberty that exults only in the free play of the passions and interests and easy to make utopian demands for universal excellences which ignore the limiting requisites of the American political system
