BROOKE GRAVES Dr. Graves, Professor of Political Science at Temple University and author of books and articles in the field of state government, edited the January 1938 number of the Annals of the American Academy of Political and Social Science. He graduated from Cornell University in 1921 and received his doctorate from the University of Pennsylvania. For some years he has been active in political work, notably in the campaign for revision of the Pennsylvania Constitution, and as a member of the technical staff of the State's Joint Legislative Committee on Finances. The QUARTERLY believes this to be the first comprehensive survey of the public reporting of state governments.
