There is a vast difference between authoritarian and democratic processes of citizenship training. In the United States literally hundreds of group agencies outside the formal educational system seek in their own way to promote educational ideals. In this article Dr. Burdette presents a comprehensive picture of them; their objectives, activities, and techniques. The author received his Ph.D. degree from Princeton in 1938. He is now Executive Secretary of the National Foundation for Education in American Citizenship and director of citizenship instruction at Butler University
