This study indicates that there is a high level of confidence among county representatives that state officials will be responsive to local needs, but less confidence in state willingness to provide fiscal support for programs. The preference for continued federal funding of programs is strongly evident. County representatives feel that their policymaking and administrative responsibilities are increasing but that their fiscal (taxing and borrowing) capacities are not being expanded as quickly. The highest levels of trust in state officials were found among those county representatives who perceived the greatest increases in local government capacities to respond to local problems
