State policies intended to limit debt financing, either by requiring a balanced budget or by establishing constitutional limitations on debt, have been adopted in many states. A nalysis reveals that stricter constitutional debt limitations are associated with lower levels of full faith and credit debt but show little relationship to overall state debt
