During the past decade, presidential election results have fluctuated wildly. This trend has been accounted for by the presence of an increasingly large "floating vote" of independents and sometime-participants, using individual-level evidence. This paper develops electorate- or group-level measures for the impact of partisan blocs and the floating vote in order to present a new way of investigating electoral stability, and to examine its development in American presidential elections. The technique is applied to the 2 × 2 and 4 × 4 cases, and validated with American and British data. It is expected that this technique will enhance our understanding of electoral stability and electoral change
