The use of the referendum has greatly increased in political democracies since World War II. Apart from Switzerland, Denmark is the nation that has employed it most frequently in recent years. Originally advocated by radicals and reformers, it became part of the 1953 Constitution because of conservative desires to have a restraint on parliamentary majorities. Although some referenda had been held before 1953, their use has greatly increased since then. The referendum's role in Danish policy‐making has been limited by the restrictive nature of the constitutional provision, the interests of the political parties, the party fragmentation of recent years, and some of the values of Danish political culture
