Rare is the day when an element of the relationship between the United States and Saudi Arabia fails to make the news. It may seem, in fact, that despite their many differences, the two nations have always had close connections and intertwined interests. Victor Robert McFarland's Oil Powers carefully explicates the origins and development of the bilateral relationship, demonstrating conclusively that even in the absence of any formal treaty or agreement, the connection deserves to be called an alliance. The book also makes clear that, rather than being inevitable, the alliance was instead the product of deliberate policy choices in both nations. If oil first brought the two together early in the twentieth century, much more kept them together in subsequent decades. A panoply of evolving interests, in fact, has cemented ties between the two states, with profound consequences for both. Even before the United States established formal diplomatic relations
