This paper assesses the role of the legislative conference committee in Georgia appropriations decisions, with particular emphasis on the relative influence of each chamber and the governor on appropriations outcomes. It concludes that, even though the Senate wins the conference according to conventional measures of who wins, Senate victories are best explained as an artifact of the state's appropriations procedures. Senate influence is found to emanate more from that chamber's alignment with the governor, who is the dominant partner in legislative-executive budget relations, than from the Senate's independent strength vis-a-vis the House. The importance of structure and process in accounting for the success rate of Senate conferees is confirmed
