Kvenene har blitt betegnet som både et «usynlig» og «taust» folk til tross for en etno-politisk mobilisering fra 1970-tallet av og status som norsk nasjonal minoritet i 1998. Heller ikke de senere års vekst i kulturnæring og reiseliv i Nord-Norge har medført at kvensk kultur er blitt mere synlig i hverdagslivet på nordnorske steder. Gjennom en analyse av det offentlige rom i en nordnorsk bygdeby blir det diskutert om en kvensk «usynlighet» er et resultat av at de faller utenfor en norsk diversitet. Tradisjonen med å se på kvenene som immigranter fra Finland, en nasjonalstat som ble etablert i nordområdene lenge etter at denne befolkningen bosatte seg i det som nå er et norsk område, ser ut til å gi kvenene en fortsatt status som immigranter. Dermed kan de ikke enkelt inkluderes som en del av det norske kulturelle felleskap
