In his preface to his Roman Antiquities, Dionysius of Halicarnassus gives a list of hegemonies prior to that of Rome, apparently taken from Polybius. In fact, making a distinction between great empires and Greek supermacies, D., making somewhat free with the chronology, sees Rome as the first world Power achieved by a Greek city. But, most of all, considering the exceptionnal length of time already achieved in his time by the Roman empire, he opposes the polybian theory of « anacyclosis ». The perfection of the Roman institutions - the only « Greek » ones capable of making « Roman-Greek » people out of Barbarians, makes the ciuitas Romana a Cosmopolis that remains a « Hellas polis », but of a new superior kind, in which a vocation for the universal vouches for the eternity of the empire
