rogram budgeting has been developing gradually in the United Kingdom. Some of its earlier roots go back to the middle 1950's, and since there has been a process of uneven, though continuous, evolutionary development. Specifically, the ideas for an annual public expenditures survey (and with it the Public Expenditure Survey CommiteePESC) can be tracked back to the middle 1950's. Another landmark was the 1961 Plowden Report on the Control of Public Expenditure, urging that ... there should be more effective machinery for the taking of collective decisions and the bearing of collective responsibility by Ministers on matters of public expenditure.l The watershed was October 1970, when a government White Paper on The Reorganization of Central Government was issued.
