This article is a review of Multiculturalism without culture by Anne Phillips. Phillips' book defends a non-corporatist version of multiculturalism which rejects essentialized conceptions of culture and grounds the challenge to the under-representation of minority groups in the rights and needs of individuals not groups. However, reading this in the light of Phillips' other work raises questions over the necessity of invoking a notion of culture at all, rather than relying on the arguments based on individual rights and equality of outcome that Phillips makes elsewhere. Exploring the theoretical coherence and political effectiveness of Phillips' project, the article focuses on the question of why a commitment to culture remains vitally important, at a time when many have called for the end of multiculturalism.
