Europe intends to establish the European Area of Higher Education by 2010 and further enhance the attractiveness and competitiveness of its higher education as compared to other parts of the world. The Bologna process indicates the course of harmonization in the area of higher education throughout Europe. The restructuring of higher education system in European countries, especially the introduction of the Bachelor-Master model, has facilitated the recognition of qualifications and period of study, increased the transparency of national education, and developed the cooperation on quality control. Further, it has facilitated the mobility of students in Europe, from both European and non-European countries. This paper intends, first of all, to look at the educational policies within Europe toward a harmonization of systems and structures through the Bologna process. Then, it goes to analyse university policies and activities as regards foreign students from an international perspective, which focuses on the issue of curricular development, and in particular the set-up of English-taught programmes especially designed to accommodate the heterogeneous population resulting from the inflow of foreign students. This is followed by the discussion of the intercultural dynamics in the university. Insights are taken from the intercultural involvement of international students and university staff. In the end, it emphasizes the importance of interculturalisation, an approach that calls for the commitment at both the institutional level and the individual level
