THE European response to the signing by President Hoover of the Hawley-Smoot Tariff Act was disapproval?immedi ate, undisguised and unanimous. Leading journals devoted columns to the discussion of the new American duties, analyzing their probable effect on exports to the United States and consider ing the possibilities of effective retaliation. A few conservative organs subjected the new act to cold-blooded analysis; but in Europe, as in the United States, such newspapers form a small minority. The popular press in Belgium, Italy, France, Germany, Spain, Sweden and Switzerland did not mince matters. In France our tariff was compared to a declaration of war, an economic blockade.
