The end of the Cold War has generated many new questions about United States policy towards Western Europe. This article identifies three competing pressures—the calculus of US interests, the psychological desire for leadership, and the salience and complexity of the domestic problems facing the Clinton administration. It outlines three options for the United States—efforts to continue the leadership role, selective engagement combined with cooperative introversion, and disengagement combined with economic confrontation—and suggests that domestic pressures are likely to push the United States towards the third of these
