The rapid changes in East—West relations provide an opportunity for East and West to try to build a truly stable peace in Europe based on political accommodation rather than nuclear confrontation. Drawing on common security and alternative defence ideas, the author proposes a progressive but realistic three-stage course of action over the next 25–40 years for East and West to build a stable peace. The emphasis of the approach is on developing benevolent processes rather than on major structural changes such as disbanding NATO and the Warsaw Pact
