Cet article examine les raisons pour lesquelles depuis quinze ans il n'y a pas de résistance ouverte de la part des squatters de Rio au recasement. Il montre aussi comment, lors du recasement, les squatters arrivent à manipuler le processus afin de porter au maximum les bénéfices personnels qu'ils puissent tirer de ce programme. Il est remarqué qu'à Rio les squatters n'ont pas une organisation de masse, ce qui n'est pas le cas ailleurs en Amérique Latine, et ce fait est rattaché aux traits caractéristiques de la société brésillienne. Cette absence mène à son tour à une réction individualiste au recasement plutôt qu'a des luttes organisées. Une description détaillée est faite de tout les moyens employés à des fins financières pour exploiter les règles et les procédés de recasement. Le résultat a été l'insolvabilité chronique de la politique de recasement et son éffondrement en 1973. Le caractère inapte d'une telle stratégie pour les familles à faibles revenus a été clairement démontré
