In an excellent theoretical analysis of industrialization and race relations, Professor Herbert Blumer has observed that, contrary to prevailing intellectual assumption, changes in the racial alignment in American industries have not come from the rational forces that accompany industrialization, but rather have developed from the political and social pressures of the desegregation movement. In outlining these pressures, Blumer (1965: 247) discusses various administrative actions taken by the federal government to alleviate racial inequities in the employment of minority groups
