There are many reasons why the term ‘reconstruction’ should be problematized and why East-Central Europe is a good place to look for anomalies in its usage. Consider Albania, for example. Due to the nature of Italian direct investment, Albania emerged from the Second World War with more developed infrastructure than it had in 1938. 1 What meaning does ‘reconstruction’—a term broadly enough applied in Albania after the war—have under such circumstances? The other extreme is Poland, a state that lost territory in the East, acquired a comparably sized swathe of it in the West, and saw its capital city of Warsaw completely annihilated during the last months of the war, with the extent of destruction exceeding 90 per cent in some places. What does reconstruction look like in a territory that had not previously been part of the state? Or when the level of destruction is so great that the starting point is a near tabula rasa? The diversity of East-Central European states’ experience of both the war and the period of reconstruction makes it difficult to speak of either in strictly regional terms. 2
