SCOTT BASINGER is an assistant professor of political science at the University of Houston. His current research is on political scandals and their electoral consequences. He has published articles in leading journals including American Political Science Review, Congress & the Presidency, Legislative Studies Quarterly, and Political Research Quarterly. BRANDON ROTTINGHAUS is an associate professor of political science at the University of Houston. He has authored numerous articles on the presidency and executive-legislative relations, in addition to his recently published book, The Provisional Pulpit: Modern Presidential Leadership of Public Opinion
