The Watergate syndrome and the underlying social pathology have been the subject of numerous scholarly analyses; however, the argument is far from being settled. In a recent issue of Polity (Summer 1977) it was argued that a value-neutral political science was responsible for the intellectual climate banishing moral concerns from the domain of political action. Paul Kress, too, sees the fundamental cause in the lack of moral purpose but attributes the political malpractice to theoretical and structural flaws inherent in modern liberalism in general and American constitutionalism in particular. He concludes with a speculation concerning the future prospects of liberal society and raises questions concerning the effect of its inadequacies on the problem of distributive justice in a no-growth economy
