In Malaya the registration of births and deaths was introduced in the eleven states at different dates, and for many decades the system developed independently in these states with virtually no unifying force present. Penang and Malacca were the first two states to inaugurate the compulsory registration system in 1872, while Kelantan and Trengganu were the last two states to follow suit in as late as 1926, the year in which vital statistics for the whole of Malaya first became available.Footnote1 The introduction of vital registration in the different parts of the Malay Peninsula was primarily induced by the establishment of British rule, which attached considerable importance to birth and death certificates for certain legal and administrative purposes. Penang and Malacca were the two earliest colonial settlements founded by the British in Malaya in the early nineteenth century, while Kelantan and Trengganu did not come under British control until about 1909. Even so, it was only after World War II that the system was placed under the supervision of a national registration office, which also assumed the responsibility of compiling and publishing the vital statistics in a single national report.Footnote2 The first national report is the Report on the Registration of Births and Deaths for the Years 1941 to 1946, Malayan Union Government Press, Kuala Lumpur, 1948
